With such minimal details, salary band and grades cannot be calculated. Much more details on the nature of the industry, financial capacity, existing pay, data of other units in the same industry as well as in the same locality, financial viability of the unit, manpower distribution, skill level, future prospects etc., are needed.

Minimum wages act and notification pertaining to various employment category aleeady exists as basic guide to follow wage calculations.Pls refer and based on variouscompetencies and appointments you can form a ctc structure for each employment grade.Above minimum wages salaries you can work out on variuos allowances heads etc to fit into your salary bands.
