Charged double professional tax - if you join in October it'll be deducted thrice (200x3) and in November it will be twice (200x2)?

I joined my work in November. My professional tax cut was rs. 416. It should be rs. 200. After talking to HR they informed me that if you join in October it'll be deducted thrice (200x3) and in November it will be twice (200x2). I want to know if that is true? and How?
