Will ESI Attract On The Wages Paid To Employees Working In Non Implemented Area [Thread 623130]

I want to know that if a contractor/manpower supplier have his office in implemented area and he doing work in non-implemented area, is the wages paid to the labour employed in non implemented area will attract ESI contribution.

As per Vision - 2022 by PM, ESI Corporation, Head Quarters, New Delhi had already taken action for implementing ESI schemes in all areas of all districts. A circular to this effect had already been sent by ESI HQ to Additional Chief Secretary/Principal Secretary to all State Governments.
