Minimum wages are generally fixed under the Minimum Wages Act, 1948, in respect of industries brought under its schedule by the appropriate Governments.

Industry refers to the particular overall activity as a whole for which the minimum rate of wages is fixed employment-wise. Factory, restaurant, shop, etc., are types of establishments falling within an industry. One should not take an INDIVIDUAL ESTABLISHMENT as an industry unless it is a specific establishment dealing in an exclusive complementary activity like sales. For example, take the case of the Granite industry. It comprises various activities such as mining, monument manufacturing, artifacts manufacturing, tiles manufacturing, and retail sales of these manufactured products through shops. Here, the minimum rates of wages fixed would be in respect of jobs only.

Now, the Code on Wages, 2019, provides a broader classification of jobs in any industry based on skill levels such as skilled, unskilled, semi-skilled, and highly skilled.

Therefore, read the G.O. fixing the rates of minimum wages and implement them accordingly job-wise.
