If a contractor is not given wages, what steps should be taken to address this issue? Are there legal remedies or specific actions that can be pursued to ensure payment is received? Any advice or similar experiences would be appreciated.

Principal Employer's Liability Under CLRA Act

Then the Principal Employer is liable to pay wages to the contract labor and recover it from the contractor as per the provisions of sec. 21(4) of the CLRA Act, 1970.
