The cats have 9604 among them. But what about the girls? They have 14 legs too. So the answer should be 9618. Please confirm.

You have done alright, but you've forgotten that each bag has 7 cats, i.e., 49*7 = 343, and each cat has 4 legs, i.e., 1372. As per your calculation (9618 + 1372) = 10990.

One bag has 7 * 32 = 224 legs.
