Online Renewal Of License Under Contract Labour (Regulation And Abolition) Act, 1970 In Telangana

The Government of Telangana, through notification no. G.O.Rt.No. 288, has ordered an enhancement to the Ease of Doing Business in the State. Henceforth, the license granted/renewed under the Contract Labour (Regulation and Abolition) Act, 1970 shall be in an automatic non-discretionary, deemed renewal manner through an online system. There will be no requirement to file an application for renewal, subject to payment of the fee prescribed by the Government from time to time within the specified period.

I was trying to understand the notification. I failed to understand what it means to implement an automatic non-discretionary deemed renewal of a license. Is it renewal without meeting any requirements? That's good then.

In Maharashtra, there is a need for such a change. But it's not possible. The government itself lacks direction. In Maharashtra, the Labour Department is full of corruption. Even during the COVID-19 pandemic, they don't leave any contractor alone. Every license applied for online is rejected. Everyone—the GLO, the ACL, the DCL—telephones the contractor and asks him to meet. It is really a very bad state of affairs in the Maharashtra Labour Department.

Automatic Deemed Renewal of License

A prima facie reading of the notification indicates that there is no need to submit a formal application in hard copies or soft copy online, so the renewal will be automatic, deemed renewal. However, it is subject to the payment of appropriate fees in the manner prescribed and submitting copies thereof to the appropriate authorities; online should suffice.

But I have not come across such an action for Maharashtra.

We want to increase the number of workmen in the Labor License issued through the website: https://labour.telangana.gov.in/home.do. We do not have clarity on how this process works. There aren't many portals explaining how to amend the Labor License already issued. The website states that we can renew and amend the Labor License online, but the portal is asking for the Challan details before proceeding with the application. Please find attached the screenshot of my query and how we can enter the Challan details. Where can we create the Challan for the Labor License amendment, since this process can be done online?
