Just want to understand "if a company has union so how frequently union leaders may add people in their union list...in a year how many times...is there any time limit or whenever they feel they may update their list citing their rights...

There is no legal compulsion on the part of a trade union to send its members list unless the check-off facility is afforded by the management.
