Just want to understand, if a company has a union, how frequently may union leaders add people to their union list? In a year, how many times? Is there any time limit, or can they update their list whenever they feel like it, citing their rights?

There is no legal compulsion on the part of a trade union to send its members' list unless the check-off facility is afforded by the management.
