Can some one help me in drafting an email to client saying that candidate is not able to continue his duties with us because of his personal problems.

Pl.provide some more details. Are you Manpower consultancy firm? And you sponsored a candidate to the Principal Employer, your clients, who left on his own in a short period, am I right?

Hi King,
If so, are you prepared to send some one else, as a replacement to the one who left from your rolls. If yes, you can as well state it in a convincing manner, quoting the pertinent clause of your agreement. This should solve your purpose if this arrangement is ok with them. You may write to them as follows:

Dear sir,
Re: Replacement vice Mr. who left our rolls w.e.f....

This has reference to our instant agreement dt. for providing suitable manpower vide clause No. . We regret to bring it to your notice that Mr....... who was deputed to your Co., and was working in department and has since tleft our service abruptly without any prior intimation to us. We indeed realise his absence would have resulted in avoidable inconvenience in discharging your day to day responsibilities. With a view to make good the vacancy created we depute Mr..... with immediate effect as a replacement with suitable instructions to him. Kindly authorise him and regularise as may be required.
We sincerely apologise and request you to condone the inadvertent lapse in this respect. We reassure and commit ourselves once again that we stand by our responsibilities entrusted to us steadfastly.
