Definition of Workmen under Maharashtra Shops and Establishment Act 2017

Respected Members,
Does an employee working as a Manager get covered under the Definition of Workmen - under the Maharashtra Shops and Establishment Act 2017?
Like in other acts it is defined by the wages drawn, similarly does that apply over here as well?
The person does administrative work, but does not have any person reporting to him.

Manager who has persons reporting to him will not be workman.
An employee who is on administrative work shall be covered under the definition of workman if he has no reportee
