If there is any governance regarding job postings in corporates - internal/external - labour law

Hello All, I want to know if there is any governance regarding job postings in corporates which indicate that when senior positions (after a certain level) within an organization are vacant, the job postings need to be made internally and externally. Is it not the management's decision to do what best suits the organization?
Appreciate any comments or links for me to look this up.
