How to compensate workers who have worked on National Holiday?

Dear Sir,
We are manufacturing unit operating in state of Gujarat & registered under The Gujarat Factories Rules.
Request your expert opinion on how to compensate to the Workers who have worked on National Holidays (i.e 26th Jan, 15th Aug, 2nd Oct).
Please share reference of the section of applicable Act.

Over time + 1 day leave is given.
Prier permission from Labour department is required for working on National holiday days.
Experts are requested to give there view.

One day compensatory off + one day wages for working on National Holidays.
Need to intimate to Factory/Labour Inspectorates, about working on national holidays.

Those Workers Who were instructed to be Present on-Duty & they complied with, are entitled to that Day's Wages and to One Daty's Compendsatory Off Day with Full Wages before the End of the Calendar Year i.e. 31st Dec.
