In Central govt office, sat and sun are off days. Will Sat and Sun between the end of EL and start of Paternity Leave be counted???? I will take 5 days EL from Mon to Fri and next Monday onwards i want Paternity Leave? Shall that Saturday and Sunday be counted in EL ?

Prefixing and suffixing holidays to any kind of leave is subject to the approval of the leave sanctioning authority concerned whether the employee belongs to the Central or State Government. As the very terms would indicate, only those holidays falling just before the first day and after the last day of the stretch of leave can be availed of as prefix and suffix respectively.
When the leave taken is a combination of different kinds of leave as you mentioned, it would be treated as a single stretch of leave only for the purpose of prefix and suffix and the intervening holidays, if any would merge with the total number of leave sanctioned in combination.

In Central Govt, after availing of EL you have to give joining report. In your case you have not joined after availing of E L and availed paternity leave in continuation of EL so Sat and Sun will be treated as EL.
