Salary after COVID 19 lockdown - employer has not opened factory - how salaries can be claimed?

Hi! I am an immitation jewelery employee.
Govt. Has lifted lockdown on industries in the mid of may in Telangana state. As per apex court no work no pay imposed for the month of april & May. Till date not sure when the industry is going to open, when called HRD, they say malls has not open.
In this situation, how salaries can be claimed. Still employer is due of Feb & march salaries.
Please suggest.

Dear Mukesh,
As you haven't received wages of Feb & March month and lockdown was happened after 22'March, It was against Payment of wages act & Compensation Act, please contact your regional labor office for the same, they'll surely take n.a.

Please exert efforts to receive your Withheld Wages which was & is an Unlafful, Unethical act of depriving Wages earned. Covid 19 Lockdown never hinted or suggested any Employer Not to Pay Wage earned. Claim your dues.
