An employee wants a promotion; however, he/she is not qualified for the new position. How to effectively communicate?

Very simple, send a letter attaching a job description to the higher post. Obviously, the job description would contain the roles and responsibilities, as well as the minimum qualifications required.

Dear Madam,

Promotion is management's prerogative, and it is not up to the employee to demand it. Please call her into your office and verbally convey this, as well as the fact that she does not possess the requisite qualifications and does not meet other conditions.
