Rate reduce of PF from 12% to 10% is not mandatory ( it is optional )

Dear All,
we know that Government has annocucned that PF rate will be 10% for 3 month. I had doubt that reduction may not be compulsory, I have written the letter to senior officials ( you can see) not in the FAQ ( point Number 12 ) it is mentioned that employer and employee both can pay higher.

Is it required to submit the joint declaration form to PF office in case we go with 12% contribution.
