Bonus act - claim invoice has been placed after eight months and the agency is not eligible to claim the bonus paid?

Hi, We are a security agency and have payed bonus to our security staff at the location. Now the principle employer says that the claim invoice for the same has been placed after eight months and the agency is not eligible to claim the bonus paid. Is it correct.
