Company PF/EPF - minimum strength needs to be 20 but can we contribute voluntarily? If yes, then how?

We are a private limited firm with 4 employees based in Noida. I wanted to understand if we could avail the PF/EPF benefits - I know the minimum strength needs to be 20 but can we contribute voluntarily? If yes, then how?
We do have EPF accounts from our previous employers - can these be reactivated?
