Feeling Stuck Without a Relieving Letter After Leaving an IT Job – How Can I Resolve This?

I have worked for 2 months in an IT sector and resigned. I asked them if any procedures need to be done before leaving; "they said that HR will call you." I neither received any calls from them nor they responded to mine. Now, I am facing issues from the company which I was about to join for submission of the relieving letter. Can anyone suggest to me on how to resolve this issue? Please, I am feeling helpless.

In our company, we will not issue any relieving order to persons who resign from services within 6 months from the date of joining. We will also not issue any experience certificate to persons who resign from services within one year from the date of joining.

Thank you for your prompt response, sir. However, I would also like to clarify whether this will create any problems when opening a PF account in another company. Members from my previous company have already opened PF accounts.

HR from my previous company has collected my PAN details for opening a PF account. However, I resigned from that company within 3 months, and they didn't provide me with a relieving letter and two months' salary. Will this opened PF account create any issues while joining a new company?
