English version of notification/circular issued by Karnataka govt. still not traced.
Going by the present situation the lock down period may extend further in order to save more and more people exposed to contagion. Govts and private offices & malls, shops are asked to shut down. Wherever possible employers have authorised their employees to stay in doors doing work-from-home & stay connected. It cannot be said that everyone will have such convenience, opportunity & enviornment. Especially those in unorganised sector, daily wage earners, drivers etc who depend on businesses in the open rather than in four walls on day-to-day basis. Such unfortunate colleagues' problems needed to be addressed. Retail stores are among one such business depending on day to day activities of people. If there are no customers, no sales, no income and no wages. If owner doesn't employ any workers there won't be any problem as he/she can simply shut down and relax at home. But if a few workers also employed, shuting down results in depriving the workers their daily wages. Let us just think how they'll manage to fend for themselves with no wages earned. So this is the occasion to rise above cost & profit and take care of essential needs of such deprived lot. Nation now readying to practise 'Janata Curfew' which means forced to face 'no work no pay'. It would be inhuman to leave them in the lurch during these trying days for no fault of them. I would strongly advocate those shops & other estts shuting down should continue paying them atleast 75% of their take home pay/wages treating these days as 'special paid leave' and in order to enable this all governments should enact/amend appropriate laws/bring in new legislations appropriately all over the country. Only such measures will ensure desired results from implementing them seriously in combating deadly virus in all walks of life.
