ESI and PF liability - when new contract is given by the organisation by piece rate

Dear senior, The organisation is undre ESI and PF , any new contract is given by the organisation by piece rate (responsibility of all compliance by contractor as per agreement) and required worker to contractor is 3 only , then what is the liability for employer for ESI and PF.thank you.anil

What if any employee unfortunately meets with some accident during duty?Will the contractor compensate?will the principal employer not pay compensation just because he has imposed an agreement liability on contractor?
Just because employees count are 03,they are to be kept out of social welfare?
Pls look at the business from ethical and professional point of view.
