How to Set Up Leave Policies for a Startup in Pune: Do We Need to Follow Local Laws?

Hi, I am working for a software company that is a start-up in Pune, India. I would like detailed information on the Holiday Policy, Leave Policy, Maternity Policy, Paternity Policy, and any other policies.

Is it mandatory to follow the Maharashtra Shop and Establishment Act?

In my previous software company, they provided only 18 paid leaves per year. How can we establish a leave policy? Please guide me.

Infosys:
You will be given 5 holidays every quarter and 10 national holidays, totaling 30 days per year, plus all Saturdays and Sundays off unless you work in a weekly 7-day support project.

Amazon:
• 12 Casual Leaves - You can take a maximum of 2 together. If not used, they won't be carried forward to the next year.
• 12 Sick Leaves - Again, a maximum of 2 at a time and can't be clubbed with any other leaves. However, if the situation demands, you can use them all at once. They won't be carried forward.
• 15 Annual Leaves - These are to be used for long vacations. If unused, they will be carried forward up to 60 leaves and will be encashed when you leave the company.
• 5 Optional holidays and 5 mandatory holidays

So that sums up to 49 leaves. I enjoy 2 weekends off every week, which adds up to 104 days. So out of 365 days, all I have to work for is around 220 days max. Apart from that, we enjoy 6 weeks of paid paternity leave (I availed of that when my baby girl was born) and 6 months of maternity leave for women.
