Facing a Chargesheet for Past Employment Disclosure: How Should I Respond?

I have been working in a PSU for the past 4 years. Today, I received a chargesheet for the suppression of information regarding my previous employment in another PSU before joining here. The allegation is true as I did not submit an NOC or follow the proper channel. I simply submitted a resignation letter without settling my bond for the remaining service-bond period and joined another PSU.

Please advise me on how to respond to the chargesheet.

You have no option but to state the facts honestly in your written reply to the explanation letter/charge sheet issued to you. You may also explain why you withheld information under the circumstances while applying for or furnishing facts upon joining present employment.
