Can only Employee engagement be a full time job or is it a sidekick of HR ?

Hey everyone ,
Is employee engagement a sidekick which a TA or HR ops employee does with minimum weightage on his/her KRA or an intern is hired to carry it out.
My question - Is employee engagement deep and important enough to be a job role on its own ?
