Paid leave rules - Can we allow to take paid leaves from joining date of employee?

Can we allow to take paid leaves from joining date of employee? Or please help me the rules of paid leave period for the year.. please revert as soon as possible..

Paid leave entitlement is calculated on a fiscal year cycle and is based on employees' length of service.

7-hour standard workday (1820 hours/year):
