Stuck in a 3-Month Notice Period: Can HR Deny My Buyout Request?

My notice period is 3 months. However, the offer letter states that a buyout option is available. HR mentioned that the buyout option depends on the HR department's discretion, and they may not grant me a relieving. There are salary issues in the company as they are supposed to send salaries before the 20th as per the rules. Please help me.

Subsequently, the Assistant HR called me and informed me that I will not be continuing from tomorrow due to pending discussions with my department head. I require the relieving letter promptly as I am planning to join a new company. What steps should I take?
