Labor Licence requirement - Deployment of guards at different sites in India and no site is having more than one guard deployed

Dear Members. We have taken a contract to provide more than 20 security guards with one organisation under Central Government.
Deployment of these guards are at different sites in India and no site is having more than one guard deployed at the premises.
Are we required to obtain a labour licence?
Sites are spread over various States. Kindly advise.
