Applicability of standing order in Uttarakhand - have approximately 60 Employees in our factory

Dear Professionals, We have approximately 60 Employees in our factory in Uttarakhand state.
We have drafted standing order and also displayed at security gate but local authority is asking for certified standing orders.
I Request all professionals to please help me out of this, and let me know the applicability of this act in Uttarakhand state.
Can anybody share Uttarakhand related document, in reference of Certified standing order applicability.

Standing Order act-1946 not applicable your factory because you have less than 100 manpower, please follow model Standing Order for your factory.

But local authorities are forcing us that on 20 and above employees, certify standing order is applicable in uttarakhand .
