Circular on Appreciation of employees for award winning in external competition

Dear All,
Our company director and one of the employee had won a award in the external competition so I am asked to send a circular to all employees with the award winners photo to congratulate and appreciate for the achievement done. I request all to help me regarding drafting the mail or send me sample mail. Thanks in advance.

Start the circular like " We are very much happy to inform you all.. / we are glad to inform you all ...we are proud to inform you all....
Brief whether it is state level or national level
If need be refer number of participants took part like " out of__ he was selected as __"
end may be like " let us all congratulate...."

I would suggest to draft a letter which you intend to communicate to your employees and share to us which we would validate. This effort by you not only augment your writing skills but also build more confidence in your work.
