PF withdrawal without UAN number - company has already been dissolved

Can anyone help me to withdraw PF without UAN number. I have old PF which is to be withdrawn for which the company has already been dissolved.
PF slips and all PF forms have been submitted to PF office in Delhi several times. It gets rejected due to some reason or the other and still have'nt got the PF amount.
Need to know how to proceed as on phone no proper response. Initially could track Pf status on website but since its become mandatory to check with UAN number now it is not reflecting and not allowing to generate UAN number also. Please suggest.

members who were eligible for accounts slip in 2014 were allotted UAN, and thereafter all employees got uan
so if the employee account is dormant around 2011 or earlier, department would face a little trouble to find their records, in such cases they seek the copies from employer.
