Struggling to Get My Final Settlement from a Previous Employer – What Can I Do?

I worked in a central PSU (loss-making) as an Executive Finance from 01.06.2015 to 07.04.2018. I submitted my resignation through my HOD on 29.12.2017, and my notice period ended on 29.03.2018. It was extended for a further nine days to complete pending activities as per the verbal request of the management.

My final settlement, including my Paid Leave Encashment and medical benefits, has not been released so far. I have requested HR many times, but they only say they don't have funds for payments. However, they are paying all employees who are currently working there.

As a reply to my email, I was informed by HOD HR that the disbursal of Medical Reimbursement and Paid Leave Encashment is presently kept in abeyance for all employees in the organization. Later, I came to know that Leave Encashment is released for retired employees, and I enquired the same to HOD HR of the organization. Telephonically, he informed me that Leave Encashment is paid for the worker category only. Even after the expiry of one year from my resignation, my full and final settlement is not made.
