Enquiry related payment for working on Public Holiday - would they be paid 1 day's basic salary or comp off?

Dear All, Greetings!!!
I had one doubt regarding Public Holiday. Few of my staffs were asked to work on 1st May. Wanted to inquire that would they be paid 1 day's basic salary or comp off to be given to them or is it gonna be both. Can someone plz update regarding the same.

As per the Act May,1 is compulsory holiday. However due to unavoidable circumstances if few employees work on May,1st either comp-off or one day basic salary can be given to those employees. Any one is enough.
