How to implement Maternity Leave Benefit in an Archiectural Firm?

Hello,
I am working as an HR Head in an Architectural Firm. This industry mostly doesn't give any kind of employee benefits to their female counterparts. I would like to implement the Maternity Leave Policy in my current organisation.
Kindly guide me on the same.

Read the Act n rules to get idea of what is needed
Financial implications n who will do the work of employee on leave
