PF Deducted on Basic wages - 17000/-, can now calculation be reduced to basic-15000 (as per pf act)

Hello Everyone,
Pf is calculated & deducted on basic wages i.e Rs. 17000/-, now my question is, can now pf deduct on ceiling limit i.e Rs. 15000/-
Please help.
