Notice Period Completed but Work Pending: Can You Still Get a Relieving Letter?

Suppose someone has served the notice period fully, but in some cases, there is a little bit of pending work. Is that person liable for a relieving letter? Please guide on the topic.

The pending work is not a valid reason for detaining an employee beyond the notice period.

Thank you for your reply. The employer informed my friend that they will state in the relieving letter that she has been relieved, but there are pending tasks. Is this correct? If not, what should be the next steps?
