Formulate Employee Grade and their Pay Structure based on Qualification, Experience etc?

Hi Connections, Hope you all are doing well!
i am an Assistant HR in Start up which is based on Export and Import of Agriculture Activities. so at this point, i have to formulate Employee Grade and their Pay Structure based on Qualification, Experience etc.
Please help me by suggesting your precious ideas, i want to make it as simple as that.
