we would like all the employees to exercises their votes. That is the reason we are giving holiday. However, is employees does not exercise the vote can the paid leave be changed as LOP

The holiday is declared by government not by individual. Its person own decision not to give voting.
There is no provision to take any action against the individual on this.
What if person dont fire crackers on Diwali ?
What if person dont fly kites on Kite flying day ?
Its choice of individual .
