PF and Miminum wage applicability on un-registered shops and restaurants

Is PF and minimum wage is applicable to unregistered line hotels/street hotels and its employees. As per my knowledge PF is registered to registered organization with 20 or more employees. And is minimum wage is applicable to un-registered shop and restaurants employees?
Please advise on this.

Hi Paul,
Any firm or establishment having 20 employees should pay EPF.
And minimum wage is a must irrespective of number of employees.
Refer to your local labour enactments for the wage rates.
