Are PF and Minimum Wage Rules Relevant for Unregistered Street Hotels and Their Workers?

Is PF and minimum wage applicable to unregistered line hotels/street hotels and their employees? As per my knowledge, PF is registered for organizations with 20 or more employees. Is the minimum wage applicable to unregistered shop and restaurant employees?

Any firm or establishment with 20 employees should pay EPF, and a minimum wage is mandatory regardless of the number of employees. Please refer to your local labor enactments for the wage rates.
