statutory bonus eligibility is 21000/- basic or gross? can anybody clarify as per act.

As per the Payment of bonus amendment act, bonus eligibility is Rs. 21,000/- basic or gross???
pls clarify..... pls share GO copy ,if available.....highlight this point....
