Applicability of BOCW cess on Residential house in Noida UP

I constructed a residential house in Noida. Construction was completed in Jan 2010 with due completion certificates issues by Noida Authority. Construction cost is more than 10 Lacs.
Recently I received a Notice from Labour commissioner office to pay cess , mentioning construction duration as 2010-2011 (timeframe mentioned is incorrect). Can any one help to find what is the timeframe for the applicability of this cess. Is it applicable to all older constructions as well.

Dear Mr Akhil,
This Act was passed way back and was applicable in 2010 also. This is applicable for new materials cost only. It excludes all labour cost. If your information is correct then take benefit of time bared clause under the Act.
