Confused About EPFO Rejection After Merging PF Accounts? Seeking Guidance

Greetings to all. My question is, one of my colleagues has two PF accounts under one UAN. He recently withdrew funds from the most recent account without merging it with the previous one. Subsequently, he transferred the old PF amount to the latest account through a merging process. However, when he tried to claim the amount, the EPFO office rejected the claim. Can anyone offer guidance on what steps should be taken now?
