EPFO withdrawal - transfer the old pf amount to the last account through merging under one UAN

Dear All, Greetings to all my question is one of my colleague having two pf account under one UAN, now he had withdrawn the last account without merging the previous one and after that he transfer the old pf amount to the last account through merging now he claim the amount but the epfo office rejected the claim can any one help what should be done now.
