Opening Of A Night Library for aspirants studying for competitive exams - Can I legally do so without requiring any permissions?

Hello Sir, I am planning on opening a night library in Ludhiana city for aspirants studying for competitive exams by charging a nominal fee.
I expects boys and girls above the age of 18 yrs to study there.
I also plan to keep it open from 7:00 PM in the evening till 4:00 AM in the morning.
Can I legally do so without requiring any permissions. Please suggest.
