Absconding Employee Wants to Rejoin, but Manager Refuses: Should We Terminate?

Issued absconding letter to an employee, but he did not reply within the given time. Later, he called and asked to rejoin, but the reporting supervisor is not interested in taking him back on his team. In this regard, should we issue a Termination letter? As per the contract letter issued to him, all his payments are being held for the issuance of an absconding letter.

Any action in this regard shall be taken only after initiating a formal 'Departmental Inquiry' and offering an opportunity for the charged employee to present his/her case and serving a formal 'Show cause notice'.
