How to terminate an absconding employee who wants to now rejoin but manager not interested to take him in his team?

Issued absconding letter to an employee but he did not reply within the given time, but later he called and asked to rejoin but reporting supervisor not interested to take him in his team, on this regards shall we issue Termination letter. As per contract letter issued to him, all his payment is being held for issue of an absconding letter.
