As the establishment have certified Standing Order, whether our action of not enrolling Trainees in EPF is correct?

In our establishment there are 55 employees, out of which 20 are Permanent, 15 are on Contract, 10 on Probation, and 10 are Trainees. The trainees are directly appointed for one year on stipend of Rs. 8000/- per month. All other categories are getting minimum wages. The establishment having certified standing order from the Authority of Labour Department, Govt of Kerala. Except the trainees, all eligible employees are enrolled in EPF(Employee's Provident Fund).
My question
As the establishment have certified Standing Order, whether our action of not enrolling Trainees in EPF is correct?

While the Standing Order,s define with sufficient precision, the Terms & Conditions of Employment in a specified Particular Industrial Establishment in a specfc Bussines, the Employees Provident Fund Scheme is Statutory Provision governing every Establishment and its objective is to create a Corpus for ProtecticeCare in Future when on supperannuation or cessation of Employment, provides for some subsistence measure.
Caaefully reading-with-understaning the PF& Misc Provisions Act 1952 with Amendments will clear the Picture and Dilemma

PFA copy of SC judgement on the non-applicability of PF for Trainees or Apprentices appointed as per the certified Standing Orders of the Company. The Hon'ble SC has further held that even in the absence of certified Standing Orders, Model Standing Orders will be automatically applicable to the Establishments and the Trainees or Apprentices appointed under the Model Standing Orders are also exempted from the coverage of PF.
