Incase any employee suspended and pending enquiry - Substance allowance on Basic + DA or gross?

Dear Sirs, Incase any employee suspended and pending enquiry, we need to pay subsistence allowance for such period.
Kindly let me know what are all the salary components and %age of salary to be paid?

Subsistence Allowance should be calculated on the basis of gross salary last drawn prior to the date of suspension only. Of course, any allowance paid to defray certain expenses associated with job performance be excluded. Regarding the rate payable, please refer to your CSO/MSO or any special law in this regard in force in your State.

Subsistence allowance is to be calculated on Gross Salary...the salary he would have got if he would have been on authorized leave.
