Creating a Comprehensive HR Leave Policy from Scratch: Where Do I Start?

I am working in a software development company, and I have to create HR policies here as there is no HR policy manual in place. I received an outline structured from your help previously, but now I want to know how to proceed with creating leave policies. I am looking for a complete structure for framing an HR leave policy.
