How Do You Handle Hotel Stay Entitlements for Management Grades in Big Cities?

Hi, We are writing our HR policy in which we mentioned "If an employee makes certain arrangements for his outstation stay and doesn't avail such hotel accommodation, he/she shall be entitled to an amount equivalent to 1/3rd of the total amount of his entitlement, provided a night stay is involved"
Can you please help if we have any category wise (management Grade) entitlement related hotel stay in metropolitan cities?
