Entitlement - any category wise (management Grade) entitlement related hotel stay in metropolitan cities?

Hi, We are writing our HR policy in which we mentioned "If an employee makes certain arrangements for his outstation stay and doesn’t avail such hotel accommodation, he/she shall be entitled to an amount equivalent to 1/3rd of the total amount of his entitlement, provided a night stay is involved"
Can you please help if we have any category wise (management Grade) entitlement related hotel stay in metropolitan cities?

Dear Rammy, need to know what kind of Company is yours, what does your travell policy says in current, how frequent is the travell of employees etc.. to ascrtain the entitlement.

This is Ltd company, travel is not frequent, it is re-servant to senior management as on actual expenses they are getting reimbursement , few are having slab of 4000/-
