PF pension withdraw online status rejected as "INSUFFICIENT SERVICE/OK"

Hi team,
Im khudsiya , i have applied PF pension withdraw form number 10C , which is rejected as "INSUFFICIENT SERVICE/OK'. Can u plz help me with the exact reason . My UAN number is 101065055979. Y its rejected. ?????

10C is not payable to employees now, unless they attains 58 of age, but it is transferred auto as the same moves to all employers
Exception is leaving india permanently
