Stuck with PF Transfer: How to Handle an Uncooperative Previous Employer?

My friend was unemployed from June 2018. As per the PF passbook, there is no credit of PF amount from July 2018 by the previous employer. He got a new job in October 2018, and the PF amount was credited by the new employer from November 2018 against the same UAN with a new account. Now, he has applied for a PF transfer, but the previous employer is not updating the exit date in the PF history despite many follow-ups. Because of this, he is not able to withdraw or transfer the PF amount.

Please suggest what he should do.

Manual Form 13 can resolve the issue when duly signed by the present employer and submitted to the present EPFO office.
