Online PF - Is form 15 mandatory to be filled for PF withdrawal?

I submitted PF withdrawal claim online but rejected stating that "FORM 15G MAY BE FURNISHED TO AVOID TDS UNDER IT ACT. FORM 19 AND FORM 10C IS REJECTED./"
Is form 15 mandatory to be filled for PF withdrawal?
I have < 5 years of experience so Ihave verified PAN as well as Adhar and then only i raised for the claim.
I am also a non resident of India.
Could you please help me?

if the present employment ks continued for 5+ yrs in same membership ID then it will get approved without 15G, but if there is break or diff id then TDS would get applicable auto
